At WOTC Solutions, we get a lot of questions about what qualifies an employee for an Empowerment Zone (EZ) or a Rural Renewal Community (RRC). For both of these WOTC target groups, the candidate must be between the ages of 18 and 40. Their primary place of residence must be within the federally-designated EZ or RRC.
To verify residence in an EZ or RRC, the Department of Labor accepts valid Driver's License, mail with address contained, passport or library card. The address on these documents must match the address provided in IRS Form 8850.
